Governor Inslee Appoints New Trustee, Bradley F. Smith, to BTC

April 23, 2018 – Bellingham Technical College (BTC) announces Governor Jay Inslee’s appointment of Bradley F. Smith to BTC’s Board of Trustees. His term runs March 23, 2018, through September 30, 2022. Smith joins the existing BTC Board of Trustees, comprising of Debbie Ahl, Chair; Jeff Callender, Vice Chair; Jim Groves; and Lisa Woo.
 Smith has a distinguished career that includes higher education, having served most recently as Dean of Huxley College of the Environment at Western Washington University from 1994-2012. Prior to his appointment as Dean, he had served as the first Director of the Office of Environmental Education for the U.S. Environmental Protection Agency. He also served as a Special Assistant to the administrator of the EPA and as Acting Associate Administrator for the EPA. Dr. Smith was appointed to the U.S. Senior Executive Service in 1991. He received his Ph.D. from the University of Michigan School of Natural Resources and the Environment.

Our Fisheries and Aquaculture Sciences Program has an articulation with WWU’s Huxley College, and Brad’s experience and insight will undoubtedly help us create additional relationships with other colleges in the future. We look forward to working with him and sharing our campus with him,” said Dr. Kimberly Perry, BTC President.

Dr. Smith’s esteemed career includes many renowned organizations, including positions with President Clinton. He worked from 1975 to 1990 as a professor of political science and biology, and concurrently was director of Michigan’s Tobico Marsh National Refuge from 1982 to 1990. During this time, he also served as adjunct faculty at the Air Force Institute of Technology and the University of Michigan’s School of Natural Resources and Environment. Dr. Smith has been a Fulbright Scholar to England, a NATO Fellow and is a Fellow of the Royal Institute of Environmental Science in the UK. He has held adjunct faculty positions in Russia, China, Holland, England and Japan. He also has served and is serving on many international, national and state boards and commissions, including:
  • Washington State Fish and Wildlife Commission. Appointed by the Governor in 2006 and 2015. Currently serves as the Chair of the commission.
  • Bering Sea Fisheries Advisory Board. Appointed by the U.S. Secretary of State in 2015.
  • National Advisory Council for Environmental Policy and Technology. Appointed by the EPA Administrator in 2007.
  • National Environmental Education Foundation. Appointed by the EPA Administrator in 2007. Reappointed in 2011.
  • North Pacific Research Board. Appointed by the U.S. Secretary of Commerce in 2011. Reappointed in 2014. Member of the Arctic Working Group.
  • Washington State Sea Grant Board. Appointed in 2008 and 2012.
  • Washington State Sustainability Commission. Appointed by the Governor in 2005. Served as the co-chair.
  • Michigan Environmental Review Board. Appointed by the Governor in 1984.
Dr. Smith served on the steering committee of the Commission on Education and Communication for the IUCN in Gland, Switzerland. He is the past president of the U.S. Council of Environmental Deans and Directors, Washington D.C. He has served as an environmental advisor to many corporations, several countries and as an external evaluator for the U.S. Department of Energy.
Formerly Dr. Smith served as an appointed member of President Clinton’s Council for Sustainable Development (Education Task Force).  His most recent publications include co-author of the widely used textbook Environmental Science: A Study of Interrelationships, 15h edition 2018, and Environmental Science Field Guide and Laboratory Manual, 12th edition 2013.  McGraw-Hill. Both publications were widely translated, including Chinese, Korean and Spanish editions.
Dr. Smith and his wife Daria have lived in Bellingham for 23 years. They have two grown children.
